JUSTIFICATION OF STATE TERRORISM
It is evident from the history that in every state criminals exits and the government had to kill the criminals and the opponents of the government in order to maintain law and order in the country .Every state has legitimate right to resort to violence for enforcement of law. However in many instances the national governments misuse the power and involve in the acts of terrorism to achieve the objective ,the objective of individual rulers. State terrorism refer to the act of terrorism conducted the governments.
MORAL STATUS OF STATE TERRORISM
Philosopher Primorataz has said that state terrorism is morally worse than non-state terrorism due to the following four reasons;
1.Due to availability of vast resources the state terrorism claims much more lives than non state terrorism.
2. The state terrorism is based on deception and hierocracy.
3. The state acts brutality and tells the public that their acts are based on values and principals.
4.Sate violate the international laws and conventions in respect of prohibiting terrorism and in this way breach their international commitments.
It is possible that there may be no alternative for non state actors other than terrorism but it is virtually impossible for states that they should have no alternative but terrorism to settle the issue.
STATE TERRORISM BEYOND OF STATE.
State terrorism is not restricted to the state .The government of a state may involve in international terrorism in the following manners.
1.By taking measures to weaken another state or government or intimidate the officials of another state or government.
2.By providing resources to private groups employed to under take terrorist activities in other states.
3.By providing assistance to another state or group to improve their capacity to practice terrorism.
4.By not condemning the activities of terrorism conducted by other state or groups.
STATE TERRORISM IS MORE LETHAL THAN NON STATE TERRORISM.
In most serious conflicts with in the state the action taken by the armed forces of the state results in large majority of deaths because the lethal capacity of state is much greater than the opponents on the behavior of soldiers in the situation of conflict. When large number of civilians are killed in a state its attracts international criticism as a violation of human rights.
INTERNATIONAL DIMENSION OF STATE TERRORISM
The charge of terrorism on a state is leveled when the state is involved in covert action outside the boundaries of the state. For example in 1980s the America state department limited its accusations against the government of Afghanistan for involvement in activities of terrorism under taken out side Afghanistan.
The charge of terrorism is not applied on the activities of terrorism with in the state on the principle that the state possesses a legitimate right of violence in any society to maintain law and order.
Similarly the state is also responsible for the defense of land against the external attack. In order to perform these two functions the state have privileged position to use the force and violence as per international practice. Even in the situations where doubts exist about the legitimate of the state it is assumed that public interest is in the maintained of law and order or defense of the country.
State terrorism is a reality. Although every state ha to resort to state terrorism with in the state to counter internal problems. However the forces at the disposal of states are misused in various states .The example of unjustified state terrorism is the suppression and torture of Palestine’s people by the armed forces of Israel.
The state which do not condemn the activities of terrorism conducted by other states or groups also indirectly encourage state terrorism at international level .The state involved in state terrorism should be isolated and forced to forbid mis use of available forces in domestic and international terrorism.
